SPECIAL MEETING MINUTES
June 2, 2010
A special meeting of the Delavan Board of Education was held on Wednesday, June 2, 2010, in the District’s library. The meeting was called to order at 7:00 p.m. Members present at roll call were Sue Howard, Jeff Johnson, Wendy Schweigert, Matt Shipton, Shari Teal, and Mark Vannaken. Mike Gresham was absent. Also in attendance was Mary Kay Wonders, Delavan Faculty/DEA representative; Matt Gordon, Jr./Sr. High School Principal; Staci Harper, Elementary Principal; Mary Parker, Superintendent; Mike Tibbs, School Law Firm; Liz Skinner, Delavan Mayor; Jere Braden and George Mitchell, City Council; Penny Bright, City Clerk; Joe Woith, City Administrator; and Steve Klein, Economic Development Group.
The Pledge of Allegiance to the Flag was recited.
Presentation by Delavan City Council on TIF Districts
Mayor Liz Skinner presented information on TIF Districts. A company has shown interest in coming to Delavan but requires a TIF District.

Steve Klein of Jacob and Klein, Ltd., Economic Development Group, presented information on TIF Districts (Tax Increment Financing Districts). He discussed different areas of interest such as residential, west side restoration, commercial/retail, and downtown revitalization. The purpose of forming a TIF District would be to draw new businesses or investments into the community.
Additional taxes received from new or improved buildings will be put in a special fund. The original tax amount will stay as is; the tax increases that go into the special TIF fund. The special TIF fund amount could be used for future projects, such as infrastructure or development of new businesses. For example, if a new business wants to build but is in need of financial help, the TIF fund could be used to subsidize the new project.
The City would need to define the boundaries of what the TIF funds could be used for. Residential growth creating more students would help the school district. Statute states that a portion of the increased tax would go to the school district, but students must live in the TIF residential projects. The calculation of the TIF subsidized funds would have to be completed on an annual basis and only if there is an increase in enrollment. If enrollment remains the same or decreases, there would not be any funds received from the City from the TIF fund.
The City of Delavan will need to pass ordinances to create the TIF district. This process usually takes about six months. Once the area is designated, the base is calculated.
A motion was made and carried to adjourn. The special board meeting was adjourned at 9:00 p.m.
